Management of Change: Area Development Programme AJK Backgroud
Background
The Area Development Programme (ADP) AJK was UNDP assisted community development Programme operated in 1997-2003 in Azad Jammu and Kashmir (AJK), Pakistan. The programme supported number of activities in four districts of AJK and It employs more than 100 professional and support staff. The activities were carried out in disburse geographical locations which was mainly hilly and mountainous. The programme served 2.973 million disadvantage and poor people in the area.
ADP AJK laid emphasis on three key areas i.e. governance, gender and sustainable livelihoods. The major focus of the Programme was to organize rural community into groups at grassroots level, motivate people to participate in development initiatives and mobilize available resources for undertaking income generating activities to alleviate poverty.
ADP AJK was a multi-sectoral intervention and was operating through 6 components. The programme components were co-funded by UNDP with a parallel financing of World Food Programme (WFP) and International Fund for Agricultural Development (IFAD).
The ADP AJK components lead towards exploitation of human resources, gender empowerment achieving sustainable livelihood. Each component was supporting and contributing to the overall objectives of ADP AJK while focusing on their specific areas as required by beneficiaries.Throughout the programme period, ADP AJK carried out its mandate in fine fashion and achieved its targets. The programme faced many difficulties and challenge for the execution of day to day business because of its structure and operations running in a unique environment.

ADP AJK Objectives
The key objective of Area Development Programme AJK is to improve the well being of disadvantaged rural and urban communities by increasing the cost-effective impact of technical assistance and development investments. The focal points and the main objectives for developing sustainable livelihoods are:
Capacity Building
· Facilitate the coordination and mobilization of external resources for the economic, social and environmental enhancement of AJK.
· Improve utilization of resources by developing policy analysis, planning, database management and monitoring & evaluation capacity of P&DD and line agencies.
· Strengthen the functioning and implementation capacity of line agencies and develop government-community linkages.
Governance and Gender Empowerment
· Develop human resources at all levels, i.e., political, bureaucratic and private sector, especially disadvantaged urban and rural communities.
· Enhance awareness and develop approaches to empower women and increase their status and standard of living, alleviate poverty and reduce population growth.
Sustainable Development
· Create awareness for environmental protection, conservation and development of natural resources.
· Promote community participation in development planning and implementation through sustainable support mechanism.
ADP AJK Components
1. Programme Support Unit was involved in programme monitoring & evaluation, coordination, training program and conducting studies in programme focus areas.
2. Extension Services Management Academy played its pivotal role to strength human resource development activities, by offering training course to staff and community activists.
3. Neelum and Jhelum Valleys Community Development Project (co-funded by IFAD) component was focusing on social mobilization and community development through credit and enterprise development, Agriculture and Livestock development and social forestry sectors.
4. South AJK Area Development Project (co-funded by WFP) was providing support social mobilization and community development through Extension and training of skills, credit and enterprise development and fruit husbandry sectors.
5. Fisheries Development Project provided technical assistance and research support for Fisheries Department development.
6. Sericulture Development Project supported income generation activities through development of sericulture.
